Sanguine Library - Moonsilver War Fan ****This weapon is sentient. It knows a great many things, and is willing to trade them in exchange for equivalent knowledge - knowledge is rated by what level of task would be required to learn it inconvenient, serious, or life-changing. Many of its evocations allow it to learn more – the Library considers this usage of these evocations to be payment for a secret, by default the secret it just learned. Most of its knowledge comes from the minds of those it has killed, and so its knowledge of history is heavily angled to things important to a random selection of people, as opposed to events particularly important by global standards. Consider it to have 8 dice in Knowledge of Secrets from those it Killed. It is willing to treat acting as a mentor as a serious secret, and can mentor any ability except for martial arts styles it doesn’t know – it only knows a few. It also can teach and learn Terrestrial Circle Sorcery Spells as a serious secret (it already knows most), and will pay for higher circle spells as a life-changing secret. It can teach and learn some merits, treating 1-3 dot merits as a inconvenient secret and 4-5 dot merits as a serious Secret.
 Blood-Tasting Discovery
Cost: 4m; Mins: Essence 1
Type: Simple

Prerequisites: Blood-Tasting Discovery
Make a decisive attack. If it deals damage, Sanguine Library learns a secret from the victim with intensity based on damage dealt – 1+ damage for an inconvenient secret, 3+ for a serious secret, 5+ for a life-changing secret. You can ask for a secret fitting some specific question, or allow the Storyteller to choose a suitable secret.
Dissonant: You must roll a read intentions roll with bonus non-charm successes equal to the levels of damage you dealt beyond the minimum for this charm. You may choose to lower the value of the secret you learn for more successes.
 Arete-Uncovering Bite
Cost: 4m; Mins: Essence 2
Type: Simple
Keywords: Decisive-Only
Duration: One Scene 
Prerequisites: Blood-Tasting Discovery 
Make a decisive attack. If it deals damage, you learn about the victim’s skill at combat. Sanguine Library learns their highest rating in a combat skill (treat as an inconvenient secret). If the victim knows a martial arts style Sanguine Library does not, Sanguine Library learns that style. Regardless, for the rest of the scene, you gain +1 defense against that enemy.
 Whispered Lessons Shared
Cost: 1m, 1wp; Mins: Essence 2
Type: Simple
Keywords: Resonant
Duration: Indefinite 
Prerequisites: Blood-Tasting Discovery
Using this charm allows you to act as a tutor for any number of other characters in a single stat Sanguine Library is able to teach. Using this requires you pay Sanguine Library a single secret equal to the knowledge being taught. Alternatively, as long as you attend lessons while holding Sanguine Library, it can learn them from other characters, offering you an equal secret in return.
If you know Flowing Mind Prana, this upgrades that charm, allowing you to immediately roll to regain the XP you spent teaching something Sanguine Library acts as a mentor for. (Similar benefit to native teaching charms for other Resonant exalts) 
Special Activation Condition: This is learned without XP when a secret you learned from Sanguine Library and shared with a person you hold a positive tie to gives that person some significant benefit.
 Stolen Secrets Returned
Cost: 3m, 1wp; Mins: Essence 3
Type: Supplemental
Keywords: Resonant, Dissonant
Duration: Instant 
Prerequisites: Whispered Lessons Shared
This supplements a social influence action taking advantage of a secret you learned with Sanguine Library. You may treat the secret as an intimacy of strength needed to persuade someone to take that level of action supporting the influence, both for purposes of resolve and meeting requirements. This need not be a secret learned from the target of the influence – only one learned from Sanguine Library.
Dissonant: You may use this for only one purpose – resolve or meeting a requirement.
Resonant: If the social influence is supported by an intimacy of equal strength to the secret, treat it as supported by an intimacy of one level higher. If this increases it beyond Defining, instead require an additional willpower to resist.
 Memory-Devouring Technique
Cost: 5m; Mins: Essence 3
Type: Reflexive
Keywords: Resonant
Duration: Instant 
Prerequisites: Blood-Tasting Discovery
Use this when you kill an enemy. Sanguine Library learns the vast majority of their life. This grants knowledge of any inconvenient knowledge they had, including any knowledge which would not be a secret. This does not convey information in depth enough to function as a tutor, or to try to see patterns to discern more important secrets.
Resonant: You also may learn (Lore) serious secrets.
 Lost in Books and Bloodlust.
Cost: 5m, 1wp; Mins: Essence 4
Type: Simple

Prerequisites: Arete-Uncovering Bite, Stolen Secrets Returned, Memory Devouring Technique. 
You gain 2 bonus dice to all rolls in abilities Sanguine Library could teach. You may ignore penalties to flurry an attack with Sanguine Library with a social influence action using a secret Sanguine Library knows, or seeking to learn a new secret, which if successful is automatically learned by Sanguine Library. Using this requires either that you tell Sanguine Blood a new secret each turn for no other payment (which can come from usage of other evocations, social influence actions enhanced by this evocation, or your own secrets), or that on activation you give Sanguine Library a life-changing secret, which also must be one which if made public would change the world on a nation-wide scale.
This may be used only once per story, not reset by the Dawn anima power, reset by giving Sanguine Library 3 life-changing secrets, which may be used for other exchanges.

Small question on this but how much would something like Memory-Devouring Technique help with pretending to be the killed person?

I think it would be very helpful, but not hold up under close scrutiny. You'd be able to recall things like who their friends where, what their schedule was like, what their favorite book was, etc, so wouldn't be caught up by minor details, but it wouldn't include passcodes they knew or similar, so if someone was specifically looking for infiltrators it wouldn't be enough.

They would be considered knowledge, but probably serious knowledge rather than inconvenient. I think I had a typo in Memory Devouring technique, the first time it says "Secrets" should say "knowledge" (I built this partially in reference to Calumny, so it tends to use those interchangeably).
So, pre-resonant, Memory-Devouring Technique wouldn't grab them, but the resonant technique or other evocations could. (Though in either case you'd be limited in how many serious+ secrets you'd could get, so you might have to make the decision of wether to learn passcodes, current troop disposition, or the rare spell/martial art they knew)
